As a human rights activist, Kelly frequently travels with Persons Against Ritual Abuse-Torture as a volunteer spokesperson, sharing her story and educating the public about ritualized pedophilia, human trafficking and non-state actor torture. She has presented at conferences in the U.S. and Canada, and at the 51st Commission on the Status of Women, at the United Nations in New York in 2007.

What is Non-State Actor Torture?

Non-state actor torture is a human rights term that refers to torture by private individuals in private settings or the “private sphere”. Torture is more severe than abuse, and contains deliberate acts meant to cause excruciating pain and thereby break down or destroy the individual. Non-State Actor Torture is carried out by individuals who may be  partners, family members, guardians, neighbours or strangers.

What is State Actor Torture?

State actor torture is torture by government officials, military or police personel or prison guards, that is people employed by the state. State actor torture is a crime in Canada under section 269.1 of the Canadian Criminal Code. Non-State Actor Torture is not included in the criminal code.

Human Trafficking

What is Human Trafficking?

Human trafficking is defined as “intentional exploitation involving transportation.”  Victims are lured or kidnapped, captured and transported from place to place, crossing counties and sometimes countries. According to UN research, the majority of trafficking victims are between 18 and 24 years of age, but an estimated 1.2 million children are trafficked each year. While being trafficked, 95% experience physical or sexual violence, 79% are trafficked for sexual exploitation and 18% are trafficked for forced labour. The United Nations estimates that by 2010, human trafficking will be the No. 1 crime worldwide, ahead of the arms trade and drug trafficking. It is a modern form of slavery.

Ritual Abuse-Torture

What Is Ritual Abuse-Torture?

Ritual abuse torture is a form of pedophilia and sexual abuse is bracketed by ritual and torture.  RAT groups use repetition and ritual to sanctify criminal behaviour. They inflict torture to terrorize, brainwash and confuse the victims memory of violent events. Most RAT perpetrators use costumes, masks, and fake names to disguise their identities. They combine torture, drugging and trafficking to different locations, to disorient victims and make accurate reporting to authorities difficult. (Having crimes occur in different jurisdictions also complicates police investigation.)
